Simply put, question prompts are alternate ways to ask a question listed on a template.
Sometimes, a candidate will intentionally or unintentionally not answer the question you ask them. Maybe they misunderstood, or maybe they know the answer will not serve them well. But, it's important that you do not allow this behavior, as it signals to the the candidate they they can control the flow of the interview.
Question prompts give you additional ways to approach the question in these cases, so you can collect the data you need without compromising the rapport you have built with the candidate.
